Though your names may not be widely known, the ships that arrive safely and the goods delivered on schedule are the most compelling testaments to your outstanding contributions.
We fully understand the hardships of working at sea. The long days of sailing have made you miss the precious moments of your children’ s growth, be absent from the important milestones of your parents’ lives, and unable to stay by your beloved’ s side. 2.As the 2025 Day of the Seafarer draws near, the International Maritime Organization (IMO) has officially announced this year’ s theme on its official website – “My Harassment-Free Ship”, which is freely translated into Chinese as “Harmony & Tranquility, Vessels Sailing with Integrity” . This theme underscores IMO’ s commitment to fostering a culture of respect and zero tolerance for bullying and harassment at sea through resolute actions.

On the afternoon of June 19th, on the occasion of the 15th World Seafarers' Day, Liu Wei, the Party Secretary and Minister of the Ministry of Transport, presided over a symposium on promoting high-quality development of Party building in the seafarer force in Ningbo, Zhejiang Province. At the forum, he listened to opinions and suggestions, visited and consoled representatives of seafarers on the front line, extended festival greetings and sincere regards to seafarers across the country, and expressed his heartfelt gratitude to the families of seafarers and people from all walks of life who care about and support the development of the seafarers' cause.
During the forum, Zhao Guobao, senior chief engineer of Ningbo Shipping Co., LTD., Zhang Lugeng, senior pilot of Ningbo Dagang Pilotage Co., LTD. Lu Lili, Director of the Seafarer Department of Xiehai Ship Management (Ningbo) Co., LTD. Captain Wang Sanhan of the No. 22 patrol boat of the Ningbo Maritime Safety Administration; Captain Zhu Yiming of Zhoushan Port Haitong Tugboat Co., LTD. Zhoushan Port Tugboat No. 31 Yang Weiqiang, a representative of the Party Committee of the Shipping Industry of Ningbo City, delivered speeches successively, putting forward opinions and suggestions based on his practical work experience.
After carefully listening to all the speeches, Liu Wei emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important thoughts on Party building and his major discourses on building a country with strong transportation networks. It is essential to deeply understand the great significance of strengthening Party building among the seafaring workforce, effectively connect with, serve, and unify seafarers, and strive to enhance the Party's appeal, cohesion, and influence within this group. He stressed that efforts should be made to advance Party building among seafarers, safeguard their legitimate rights and interests, and address the pressing, difficult, and anxious issues they face.
1.Strengthen ideological and political guidance. We must thoroughly study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and consciously maintain a high degree of consistency with the Party Central Committee with Comrade Xi Jinping at its core in ideology, politics, and actions. We should explore and establish a Party member education and management mechanism tailored to the characteristics of the seafaring sector, guide and encourage Party members among seafarers to take the lead, set an example, and play a demonstrative role. Additionally, we need to establish and improve working and incentive mechanisms for seafaring Party members to participate in the governance of water transportation safety.
2.Implement service and care measures. We should leverage the crew - connecting and service functions of the national maritime service hotline and the "Haishitong" App to smooth the channels for collecting and addressing seafarers' demands. We will strengthen the development of enterprises' own seafaring teams, improve the professional environment for seafarers, and make every effort to solve the problem of seafarers' difficulty in going ashore. A comprehensive training mechanism covering the entire career lifecycle of seafarers will also be established and improved.
3.Innovate the work implementation mechanism. We will incorporate the promotion of Party building among the seafaring workforce into the overall layout of Party building within the Ministry of Transport system. We will establish and improve working mechanisms with relevant local Party committees and governments, urge shipping enterprises, maritime universities and colleges to meet the requirements of strengthening Party building among seafarers, promote the seafaring profession and maritime culture through multiple channels, and continuously enhance the professional attractiveness and sense of honor of seafarers in China. Liu Wei expressed his hope that seafarers across the country will carry forward their fine traditions, dedicate themselves to the national shipping industry with stronger ideals and beliefs, keep learning and thinking, and refine their professional skills. He encouraged them to make new achievements and contributions in ensuring the safe and smooth operation of water transportation, promoting the green and low - carbon transformation of the shipping industry, and advancing the development of intelligent shipping.
Present at the forum were relevant responsible comrades from Zhejiang Province, officials from relevant departments of the Ministry of Transport and affiliated institutions in Zhejiang, representatives from the Zhejiang Provincial Government and transportation departments, as well as representatives from some seafarers, shipping enterprises, maritime universities and colleges, and the Party Committee of Ningbo's Seafaring Industry.
